La Jolla Cove is easily one of the best snorkeling locations on the entire West Coast, especially for beginners. The public access and abundant fish population make it a sure hit. Expect large crowds, especially during the summer months. Disclaimer

Location
Public parking is available at select locations along Coast Blvd. Access is via a staircase down to the shore below. There is a life guard station on the beach, restrooms and outdoor rinse shower on the hill above the beach. Parking is extremely limited, mostly on the adjacent street. Expect a long wait during peak summer hours.
Snorkel La Jolla Cove
One of the most common fish to see, often in large numbers, is the Garibaldi. Kelp bass (calico bass), are also seen here. Surf perch, of several different variety, may be spotted here too. On a good day, the sheer number of fish here rivals some of the spots I've snorkeled at in Hawaii.
You will notice a lot of eel grass in the cove, especially near the shore. It can be a disorienting watching it when the waves come in and out, as it flows quite a bit. Farther out from the shore, the eel grass things out, with interesting rocky patches and other types of structure.
Also, you will likely spot many sea lions lounging on the rocks near the cove. Do not touch or harass them! This is a protected marine area and no floatation devices allowed.

Additional Information
Be cautious of the numerous rocks near the shore and the occasional strong current. Sometimes the visibility here can be poor, due to the large number of people churning up the water.
There are several dive and kayak shops that offer snorkel gear rental at reasonable rates in La Jolla. You can also rent underwent water cameras, including the popular GoPro action cameras. Make sure to all ahead and inquiry on availability, as well as the price for rentals with and without the guided tour (it does vary!).
